Driverless Vehicles Without Human Controls Are Coming

Summary:

Driverless vehicles like Tesla robotaxis, disguised as Model Y vehicles, have already been seen on public roads, signaling that the future of autonomous driving is here. However, until now, progress in this space has been hindered by outdated U.S. regulations. A major change is underway as the U.S. Department of Transportation and the National Highway Traffic Safety Administration (NHTSA) announced an overhaul of the approval process for fully autonomous vehicles (AVs).

Previously, automakers had to apply for a Part 555 exemption to deploy vehicles that didn’t meet traditional safety standards, such as requiring steering wheels, pedals, or mirrors. These applications were limited to 2,500 vehicles per manufacturer annually and were often delayed for years. This created a major bottleneck for innovation in AV technology.

Under new guidelines, the process will be faster, more transparent, and more flexible. Transportation Secretary Sean Duffy emphasized that the changes will help regulators keep pace with evolving technology while maintaining high safety standards. Companies must still prove their autonomous vehicles are as safe or safer than conventional ones, but NHTSA will now adopt a dynamic oversight model that allows policies to evolve alongside technology.

This regulatory reform is a welcome development for automakers. Companies like GM and Ford had scaled back their autonomous programs due to frustration with regulatory delays. GM even shut down its Cruise robotaxi division, while Ford reassigned its AV research to other departments. Tesla, in contrast, is moving forward and plans to launch its robotaxi service in Texas this summer. However, its vehicles still retain manual controls—for now.

Ultimately, this overhaul positions the U.S. to compete more effectively in the global race for AV dominance. This encourages further investment and innovation in driverless technology while maintaining a focus on safety and public accountability.
